Director, Operating Budget Marketing Statement
The Washington Metropolitan Area Transit Authority (WMATA) Office of Management and Budget Services (OMBS) is seeking to hire a Director, Operating Budget. The position is responsible for the development of the Authority s $2 billion Operating Budget. The Operating Budget Director will be involved in organizing and managing activities relating to the budget development, execution, management, analytics and reporting of expenses, revenues and subsidies.
Graduation from an accredited college or university with a bachelor's degree in business, accounting, public administration, management or a related field, preferably with possession of an advanced degree. A minimum of 10 years of progressively responsible senior-level experience in financial management, budgeting, or public administration. Supervisory and management experience required.
Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible and diversified experience in financial management, budgeting, or public administration. Supervisory and management experience required.

This position is responsible for supervising, originating, coordinating and providing oversight and direction for Authority-wide budgeting and financial management activities as directed by the Managing Director, OMBS. The incumbent will be involved in all aspects of planning, organizing, managing, coordinating and directing personnel and activities relating to: budget development and execution for operating programs; financial reporting, management and analysis; jurisdictional allocations and billings; budget management and analysis; grants management; FTA reporting; Metrorail and Metrobus ridership and revenue estimates and analyses; and non-passenger revenue estimates. The incumbent originates, coordinates and implements budget policies and has extensive latitude for independent judgment and action; plans, directs, coordinates and evaluates the development and presentation of reports to the Managing Director, OMBS, General Manager, Board Budget Committee, Board of Directors and local jurisdictions. The Director, Operating Budget assists in accomplishing the goals of the Division and the Authority.
Within guidelines established by the Managing Director, OMBS, plans, directs, coordinates and evaluates the activities of the office branch managers of operating programs and financial management, FTA reporting, ridership, revenues subsidy allocation, and grants management and financial analysis. Supervises subordinates to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, and ensuring that appropriate staff training is provided.
Establishes work goals for subordinates which will be measured against their performance plan and evaluation. In conjunction with the branch managers of the office and under the general guidance of the director, plans, directs, coordinates and evaluates the preparation and publication of the Authority's annual operating program, budget books and related documents. Coordinates extensively with local jurisdictions in development and approval of these documents.
Plans, directs, coordinates and evaluates the preparation of cost and staffing allotments, operating financial reports, and information presented to the Managing Director, Chief Financial Officer, General Manager, Board Budget Committee and Board of Directors.
Coordinates extensively with the local jurisdictions in the planning, evaluation, development, negotiation and administration of various formulas used to assign subsidy and, where appropriate, revenues and costs to reach jurisdiction for operating programs and for subsidy billings to jurisdictions bases on these formulas.
Implements and manages approved federal grant programs, from inception to closeout, in compliance with federal regulations and procedures; coordinates closely with federal government in development and execution of these actions.
Plans, directs and evaluates the preparation and submission of all federal grant applications to the Federal Transit Administration (FTA), including coordination with FTA staff and conduction the necessary public hearings, for operating assistance, flexible funding, and research, development and technical studies.
Plans, develops, implements and reports on new programs associated with reimbursable projects, new service initiatives, special projects and demonstration programs.
Develops, implements and monitors strategies to effect positive organizational changes. Develops, recommends and implements strategic business plans and processes.
Ensures that financial plans, budgets and programs are developed and ultimately proposed in the most economically efficient and financially sound manner with the responsibility to maintain financial integrity and uphold the public trust that WMATA's finances are well managed.
