The Chief Financial Officer will plan, direct and control overall financial operations for the Company and accordingly interact with other members of management, the Board of Directors and various Board-level committees, leaders of the Health Partners Plans (HPP) owner and other hospitals, stakeholders, regulatory agencies and the community. The CFO will play a leadership role with other executives and the Board of Directors in strategic and corporate operations, corporate compliance with state and federal regulators, including PA-DHS, the Pennsylvania Insurance Department, and CMS.
Develop strategic, operational, budgetary and tactical business plans to achieve desired business goals for department.
Facilitate financial discussions and recommendations with Finance Committee and Board of Directors
Maintain a positive work environment that supports self-directed teams; provide a structure to optimize the experience, skill, knowledge and capability of the teams.
Build and maintain collaborative relationships and alliances with other executives, internal and external customers to achieve business goals.
Collaborate with the senior management team to develop and implement operational workforce plans for consistent delivery of operational performance designed to accommodate the growth, quality and profit objectives of the organization.
Ensure that a system of internal accounting controls is in place and functioning effectively.
Oversee preparation of timely and accurate financial statements and other information for strategic and corporate financial planning and analysis, and filing with outside bodies.
Collaborate with Medical Affairs management to develop and implement medical cost control programs.
Collaborate with MIS management to assure that information system supports financial and administration operations, reporting and analysis.
Oversee all financial, regulatory and internal audits.
Serve as a trustee on the Health Partners Plans pension and profit sharing plan.
Perform other duties as assigned.
Key Job Requirements:
Bachelors Degree in accounting and Masters in Business Administration (MBA) required
CPA required; 5-10 years public accounting experience
9-12 years experience in Medicaid/Medicare managed care
Prior experience working with the state Insurance Department and state Department of Human Services
Minimum of 7+ years management responsibility at a senior management level
Minimum of 10 years experience overseeing health plan finance
A leader with outstanding communication, negotiation and interpersonal skills, including conflict resolution.

Excellent analytical, organizational, and time management skills.
Committed to supporting corporate quality (HEDIS and STARS) and member and provider satisfaction initiatives.
In-depth knowledge of managed Medicaid and Medicare
Knowledgeable of financial reporting guidelines (GAAP, SAP, NAIC) and their impact on HPPs financial operations.
Knowledgeable of PC-based applications such as Excel, Word, and Microsoft Office.
