    Under the direction of the Director of the Division of Vocational Rehabilitation, this is a senior staff level position responsible for administering DVR's operational support services including fiscal and the case management system.. This position works in collaboration with the Deputy Director of Field Services, and sits on the Division's Executive Leadership Team. After the Division Director establishes the master plan for the Division, this position provides strategic planning and development of fiscal policies and procedures, in conjunction with other members of the Senior Leadership Team.

    This position assures all financial aspects of federal grants and state appropriations, including designing budgetary and financial strategies to ensure appropriate and sustainable funding for DVR programs. Designs strategies and provides direction to assure that initiatives enhance DVR's ability to accomplish its mission. Leads DVR's fiscal analysis of proposed legislation, identifies and documents impact, and drafts amendments to proposed legislation. Supervises multiple unit activities which provide the infrastructure necessary to support DVR's field offices.

    MINIMUM QUALIFICATIONS:

    Education and Experience:

    Bachelor's degree from an accredited institution in a field of study related to Business Management, Finance, or Accounting.

    Six years of professional experience in an occupational field related to the work assigned to the position to include:

  • Management experience in a finance setting.
  • Accounting,budgeting,or financial auditing experience.
  • Experience in government accounting with knowledge of federal funds and matching funds.
  • Three of these years must include supervisory experience involving; hiring decisions, performance evaluations, and disciplinary actions.

  • Substitutions:

    Additional appropriate experience will substitute for the degree requirement on a year-for-year basis to include:
  • Management experience in a finance setting.
  • Accounting,budgeting,or financial auditing experience.
  • Experience in government accounting with knowledge of federal funds and matching funds.
  • Additional appropriate education in the fields of Business Management, Finance, and Accounting will substitute for the required experience on a year-for-year basis. Additional appropriate education may not be used to replace the 3 years of required supervisory experience listed in the minimum qualifications.

    Preferred Qualifications:
  • CPAor MBA in Finance and Accounting.
  • Experience managing information technology.
  • Experience budgeting for a large organization with government grants and several funding sources.
  • Demonstrated ability to communicatecomplexfinancial information.
