CPA or MBA in Business Administration, Finance or related field. Five years of private or public accounting experience in governmental/nonprofit organization, with at least twoyears in a managerial capacity, or an equivalent combination of education, experience, or demonstrated competence.
Professional level accounting and compliance oversight activity in maintaining, controlling, and reviewing fiscal and program operations for the Dual County Workforce Development Consortium ("Consortium") and CareerSource North Central Florida ("CSNCFL"). The Chief Financial Officer is hired by the Consortium.
Examples of Duties Designs, manages and controls an effective accrual basis accounting system. Designs, manages, and controls an effective budgetary control system including budget preparation and budget status reporting, and expenditure versus plan reporting. Designs, manages, and controls an effective payroll system or oversees the procurement process for a payroll service Designs, manages, and controls effective financial reporting system which provides the basis for issuance of timely and accurate financial statements. Prepares and maintains a documented operating procedure manual for all financial functions. Ensures all contracts and payments comply with adopted procurement policies. Formulates and operates a system of internal control designed to safeguard organizational assets. Controls the preparation of forms, reports and other documents necessary for compliance with local, state, and federal regulatory requirements related to grants received. Completes special financial analysis work and other administrative duties from time to time as requested by CEO and the Consortium. Reviews the general ledger and financial reports. Performs monthly bank reconciliations. Oversees the receipt of all funds, including compliance with public depository requirements in the state of Florida and related investment of those funds. Reviews program budgets and operations to determine the most cost effective operational approaches and makes recommendations accordingly. Prepares periodic budget and expenditure analyses to determine the proper budgeting of funds to meet business objectives and ensures proper cost allocation and proper expenditures to meet state expenditure guidelines. Prepares relevant materials and makes presentations to the CSNCFL Board and Consortium and its committees. Reviews payroll and related tax reports. Approves journal entries. Assists in the Development of and prepares administrative and program related RFP's. Assists in the Development of and prepares evaluation and selection criteria related to the RFP process. Designs, operates, and controls an effective monitoring system. Supervises financial compliance monitoring. Designs, manages, and controls an effective performance based financial monitoring system. Supervises follow up on any compliance issues to assure corrective action has been taken. Conducts the employee evaluation program as it affects personnel under his/her supervision. Respond to audit findings and ensures that there are no material weaknesses in the annual audit. Ensures that all financial reports are completed accurately and in a timely manner and coordinates the annual audit with an independent CPA firm. Ensures the ongoing monitoring of procedures and ensures issues are reported and corrective actions are taken. Maintains compliance with all personnel policies and procedures. Provides technical assistance to sub recipients regarding fiscal issues. Performs other job functions as required. These essential functions are not a complete statement of all duties required. Supplemental Information Knowledge of the principles and procedures of governmental accounting. Knowledge and experience with fund accounting in a multiple stream environment Knowledge of the modern office practices, procedures, equipment, and standard clerical techniques as applied to the maintenance of an accounting system. Knowledge of audit techniques sufficient to conduct financial and programmatic monitoring. Ability to prepare financial and budgetary reports and interpret the information contained therein. Ability to design, operate and control an effective financial system. Knowledge and past experience with MIP ideal. Ability to perform detail work involving written or numeric data. Ability to act as financial advisor to the executive vice president in all matters relating to the organization's finances. Ability to maintain effective working relationships with other employees and the general public. Ability to effectively communicate both orally and in writing.
