Job Description and Duties
Under the general direction of the Bureau Director, Field and Complex Account Collection Bureau, you serve as the Assistant Bureau Director (ABD), in the Field Operations. Field Operations is comprised of Public Counter, Administrative Support and Field Collections in the five Accounts Receivable Management (ARM) Division Field Offices.
The ABD works with all levels of management and staff, gains support of key individuals and teams including the Franchise Tax Board (FTB) Governance Council, internal and external taskforces, department workgroups, and FTB Action Committees.
The ABD is knowledgeable of the work performed throughout the FTB and Accounts Receivable Management (ARM) Division, specifically Field Office Operations and understands, in detail, the activities and processes that produce FTB’s products and services. The ABD works through Administrator III’s, Administrator II’s and Administrator I’s, and is responsible for budget planning, administering long and short term business plans, including establishing metrics to evaluate program performance, developing and recommending new public service and collection tools, programs, policies and procedures. The ABD demonstrates positive leadership skills by inspiring, motivating, coaching, and developing subordinate supervisors, managers, and staff. The ABD assesses environment factors and oversees the program functions to ensure consistency, flexible practices, and procedures are in place to address and respond to a dynamic environment resulting from legislation, stakeholders, overseers, societal preference, and emerging technology.
