Job Description The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater treatment plants, sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.

The DEP seeks to hire a Section Chief of Capital & Budget Planning within BWT (Chief). The Chief will report to the Division Chief of Capital Planning and will be responsible for the ongoing development and update of the capital budget and for preparing business cases for capital needs. This will require regularly meeting and gathering information from Operations personnel, while also considering input from other programs, including the asset management program. The Chief will work to develop consistent decision-making processes to prioritize capital investments through a defensible, data driven methodology. The Chief will prepare budget justifications, as well as presentations, dashboards, and reports to explain capital budget requests, commitment rate, and business cases. The Chief will also prepare annual asset management plan reports, both for internal use to guide management of the capital budget and the Bureau s assets and for reporting to regulatory agencies.

Job Tasks/Duties:
1.Directly supervise and serve as a team leader to a staff of professionals for all aspects of capital and budget planning within the Capital Planning Division.
2.Prepare and update the capital budget for all BWT facilities.
3.Lead annual capital program review meetings at all BWT facilities to incorporate operational priorities into the capital budget.
4.Prepare business cases for capital needs
5.Prepare annual asset management plan reports to regulatory agencies
6.Coordinate with colleagues, operations staff, supervisors, plant superintendents and others within the Agency to determine the overall capital priorities and update the capital budget accordingly.
7.Develop consistent decision-making processes to prioritize capital investments through a defensible, data driven methodology Minimum Qual Requirements 1. A baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
2. A four year high school diploma or its educational equivalent and nine years of experience as described in \"1\" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or
3. Education and/or experience equivalent to \"1\" or \"2\" above. An accredited Master's degree in one of the disciplines described in \"1\" above, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience. However, all candidates must have the two years of the administrative, managerial, executive or supervisory experience as described in \"1\" above. 3.Critical and creative thinking and strategic planning skills, including long- and short-term goal setting.

5.Demonstrated ability to find creative solutions and adapt to change while remaining open to new ideas.
6.Demonstrated ability to take a proactive and positive approach towards developing new initiatives.
7.Skill in oral and written communication, delivering presentations, managing multiple priorities and in exercising tact and diplomacy
8.Advanced knowledge of general management, personnel management, and supervisory techniques and principles.
9.Experience in leading and directing high-performance teams.
10.High level functional technical knowledge and skill in a large organization, public utility, or large wastewater operations.
11.Knowledge of whole systems analysis, process reengineering, process improvement, lean management philosophy, six sigma or other related continuous improvement processes.
12.Experience with budgeting, technology improvements, capital improvement programs, asset management, and customer service.
