The Vendor Procurement & Contracting Specialist works in support of Healthfirst?s Procurement and Vendor Management objectives which include Request for Proposal (RFP) management, vendor contract administration, and vendor performance oversight. The specialist directly supports various Operations areas (e.g. Claims, Call Centers, Provider Operations, Quality), and may potentially provide such support to business areas outside of Operations (ex. Clinical Operations or IT). The incumbent works closely with the Procurement and Vendor Management team and other business leadership to successfully develop and guide procurement projects through the Request for Proposal (RFP) and contracting lifecycles. He/she also assists or leads in related procurement and vendor governance and compliance activities.

Key Responsibilities:

  • Assists and increasingly leads in general vendor procurement, onboarding, and governance processes including, but not necessarily limited to: delegated vendor oversight audits and quarterly performance reporting; issue escalation between business area and vendor; purchase order (?PO?) generation through Finance; vendor Non-Disclosure Agreement (NDA) management.
  • Leads the vendor contracting submission process in which contracts are submitted for Legal, Compliance, Regulatory, IT Security and Finance review and approval prior to execution.
  • Employs project management skills to monitor follow up requirements (i.e. action items) with various vendors across Operations business areas.
  • Collaborates in the RFP development, issuance, and evaluation processes in support of business area outsourcing and procurement needs.
  • Collaborates in the development and implementation of evaluation metrics/criteria for RFP responses.
  • Assists and increasingly leads periodic assessments of existing vendor contracts for upcoming expirations and opportunities to improve contractual terms by renegotiation and/or RFP bidding.
  • Collaborates with business owners to ensure adherence to contractual SLAs and Performance Guarantees.
  • Leads the tracking and administration of vendor performance guarantees (i.e. monetary credits).
  • Liaise between vendors and Healthfirst Compliance department to ensure that audit documentation is provided in a timely manner.
  • Researches vendor invoicing issues and follow up with vendors to resolve.
  • Keeps current and knowledgeable about Procurement industry trends and best-in-class vendors that can potentially help support Healthfirst needs.

  • Minimum Qualifications :

  • Work experience in RFP administration (e.g. development, issuance, evaluation process), preferably in the healthcare payer industry.
  • Work experience with standard vendor contracting terms and practices, preferably in the healthcare payer industry.
  • Project Management work experience.
  • Bachelor?s degree from an accredited institution equivalent work experience.
  • Business experience requiring professional written, verbal and presentation communication skills; experience communicating complex information across multiple levels of management.
  • Very detail oriented with ability to effectively manage multiple simultaneous projects.
  • Team player possessing a strong work ethic and problem-solving skills.
  • Experience with MS Office suite (e.g. Excel, Word, and Outlook).
  • Preferred Qualifications :

  • Applicable experience in healthcare payer environment, particularly involving Medicare and Medicaid health plans and the associated regulatory and compliance landscape.
  • Demonstrated ability to translate complex outsourcing business requirements into clear, coherent RFP and Statement of Work (SOW) documentation.
  • General familiarity with the outsourcing/procurement industry (e.g. Business Process Outsourcing vendors, Procurement systems).
