ECS is seeking a Intermediate Budget Analyst to work in our Dahlgren, VA office.
Maintain Negative Unliquidated Obligation and Unmatched Disbursements (NULO/UMD) reports that include status, aging, and actions toward resolution and clearing at both the transaction level and program (referred to as element) level.
Assist the Government with meeting the OSD required timeframe of NULOs within 90 days, over aged UMDs within 120 days and within age UMD's based upon the percentage applied by OSD. Assist with NULOs and UMD's through researching and resolving obligation, funding, and identifying Purchase Order (PO) issues. Generate a report with results of NULO and UMD activities and assist the Agency with resolution.
Perform contract reconciliations. Review entitlements systems' MOCAS, DAI and Computerized Accounts payable System Windows Version (CAPS-W) obligations and disbursements to identify incorrect postings. Correct the postings and provide a report documenting resolution.
Prepare documentation to initiate error correction, to process rejects, and to post missing transactions. Develop and maintain a transaction log, review progress, track entries until requested actions have been completed, and provide progress updates with status weekly.
Input obligations and receipt transactions into DAI within three working days of receipt. Typically, on average, 150 obligation transactions are required monthly. Process receipts (historically 25) IAW DO Directorate policies and procedures to support the 72-hour pre-validation standard. Log and report problem obligations and resolution actions weekly.
Develop queries and reports to support reconciliation of errors and disconnects in the financial systems.
Assist the Government with processing and correcting payment pre-validations. Assist in expediting Contracting Officer Representative receipts and invoice approvals to reduce and prevent interest payments. Report daily on pre-validation status, actions taken, and receipts processed.
Respond to customer inquiries (historically 150 per month) submitted through all sources, e.g., phone, office walk-in, Accounting Mailbox, and/or from DFAS-Indiana or DFAS-Columbus. Inquiries cover a myriad of issues applicable to obligations, disbursements, and general financial and budgeting processes. Respond to inquiries with the most accurate information available.
Assist the Contracting Directorate with the contract reconciliation and close-out processes, including researching payments, tracking missing invoice payments, identifying and clearing erroneous postings, and developing reports documenting corrections.
Effective communication with internal and external customers.
Either have, or the ability to obtain, a DoD secret clearance.
At least five years of experience in a Department of Defense (DoD) acquisition program office environment.
Proficient in the use of Microsoft Excel, Word, and PowerPoint.
Bachelors degree in Accounting, Finance, or related field.
DoD financial management experience.
MDA/DO experience; Proficiency with a DoD finance and accounting system; DAI proficiency; MOCAS proficiency.
