These positions are located in the Office of the Chief Financial Officer, Financial Management Services and are responsible for analyzing accounts, reports, data, procedural instructions, or legislative requirements to assure the accuracy of transactions and the reliability of payroll and payroll-related reports.

Responsibilities Responsibilities listed are at the full performance level. Performs reconciliations to determine the order of execution of the feeder systems, the accuracy of accounting transactions, and the reliability of reports. Traces specific accounting entries and/or transactions through the automated accounting and/or payroll/personnel systems to ensure quality control and system integrity is maintained. Participates with management and agency officials in discussions concerning the implementation and/or revisions of accounting, financial, and/or payroll/personnel reporting systems. Maintains liaison with agency officials to make the reporting and data more meaningful and to expand the scope of its usefulness. Prepares or reviews drafts of procedures and instructions developed for USDA user agencies and internal operating units. Provides technical guidance and training to lower-graded employees.
Occasional travel - Position will require the incumbent to travel occasionally for the purpose of attending training and other mission operational work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.') OR Combination of education and experience --
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
--Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described for a degree; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the requirements described above, the following additional experience and/or education is required: GS-07:
Applicants must have one year of specialized experience equivalent to at least the GS-05 grade level; OR one full year of graduate level education; OR an appropriate combination of specialized experience and graduate level education; OR Superior Academic Achievement.
Specialized experience for the GS-07 grade level is defined as experience compiling and verifying the accuracy of accounting data under the guidance of a supervisor or higher-level professional. Preparing accounting statements and reports, reconciliations, schedules, and/or comparative analyses of transactions. Participating in the closing of accounts, including preparing financial statements. GS-09:
Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and graduate level education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).
Specialized experience for the GS-09 grade level is defined as experience applying conventional accounting principles and procedures in the review and analysis of accounting systems data, including performing reconciliation of day-to-day accounts, assisting in the determination of required adjustments to accounting records, and determining the accuracy of accounting transactions. Recognizing trends or anomalies in accounting system transactions and recommending solutions to resolve issues.
